A1TES1: Mayor MEMORANDUM April 3, 1981 ~rom: Subject: Mayor and City Council Roger Jordan, City Manager ~ PROPOSAL FOR ~HE PURCHASE OF A NEW BACKHOE As you are aware, over the past couple of years we have been spending a considerable amount of Funds Lo keep our backhoe in good working order. In fact, in reviewing the repair bills, we have spent an estimated $3,000 1.o $5,000 per year in major repairs to the backhoe. The backhoe was pur- chased in 1973 and has been in operation as one of the City's primary rigs si~ce LhaL time over 7-1/2 years ago. We have been constantly having not only minor maintenance with the backhoe, but major repairs as well. Last wii~ter we had a major rebuilding of part of the backhoe, and it appears at this Lime that it is in the best shape to use as a trade-in. I have visited with Ron Toyooka, the City Mechanic, and a Few of the Council members concerning the need f'o~ replacement, and I Feel il is the consensus of not only myself but of others in reviewing this case, that now is the best Lime to replace our existing backhoe with a demonstrator model. As you are probably aware, the backhoe serves as one of our principal pieces of rolling stock For the City Public Works Dept. l~s primary use is within the Water Dept., in which we use il on all water maintenance and construction projects, tn addition, of course, since our sewer lines are all under ~round, the backhoe serves as the principal vehicle For maintenance and construction in the Sewer Dept. The Public Works Dept. also uses the backhoe a small amount of Lime in the Street Dept. A backhoe is a ctiLical ].ink to the emergency repairs that might be necessary to keep our waker or sewer system ~n operation. ~he likelihood of our present backhoe breaking down during an emergency leads me to the conclusion that i~ is in the CL~y's best interest to replace that piece of rolling stock at this t~me. We have checked with backhoe dealers, and they have indicated that since riley would allow a considerable amount of money for our existing trade-in, we could purchase a new backhoe For approximately $17,000 plus the existing backhoe. I have reviewed the budget and we do have sufficient Funds in the utility departments between Sewer, Water and Streets to replace the backhoe th~s current Fiscal year. I would recommend that we Fund the purchase of a replacement 'For our backhoe and charge 60% of the replacement to the Water Fund, 30% to the Sewer Fund and 10% to the Street Fund, which reflects where this piece of equipment would be working. As you will ~-emember, my origlinal intent ~as to possibly wait until the next iiscal year to replace the backhoe, as we discussed with the Budget Committee. However, since we have several major water and sewer projects coming up, and since the existing backhoe mould cost a considerable amount of money to repair if it broke domn and mould become less valuable as a trade-in, it appears this is the best time to make a trade. The more me use the old backhoe, the greater chance me have of getting less of a trade-in and the greater chance of a major problem occurring. This mould mean that it mould only increase our cost to purchase anem backhoe. In addition, it is imperative that mhen me are running semer and mater lines and have t~he mater turned off in an area that our equipment is ~orking properly so me can complete the job in a short period of time. I m~ll be glad Monday evening Lo visit mith the Council further con- cerning the need For this replacement. I am recommending that the Council authorize me to call for bids For the replacement of this backhoe Monday evening.
