Our city council has discussed this countywide effort and Sandy's role in it. The council supports the county's leadership in this, and the goal of countywide coordination and adoption of a common methodology for assessing a fee. The only element of a study that would be of practical use to us is a business-by-business inventory of gross square feet, number of seats, and other "independent variable" data that would support the implementation of a utility based on ITE trip generation tables. The "database methodology" that FCS will develop appears to be more general than this, so we won't participate financially in the study. We can, however, assist through "in-kind" work. The City of Sandy will probably adopt and implement a street maintenance utility within the next four months. We will share our methodology, implementing ordinance, billing process, and any other practical experience we gain from this effort. We have also conducted public forums and prepared informational material on our Pavement Management System and the pros and cons of street utilities.
