SUBJECT: PER CAPITA STATE AID GRANTS
Enclosed are two copies of the State Aid for Public Libraries Per
Capita certification of maintenance of effort. Please complete the
requested information and return one signed copy by August 15, 1982.

In order to be eligible for state financial assistance for any
year for which assistance is sought, a unit of local government
must not reduce its budgeted operating expenditures for public
library service, exclusive of short-term special funding, in any
fisca~ year to less than the c~nount expended for t~ same pur-
pose in the preceding fiscaZ year. (1977 c.291 para 5).
The budgeted figure for per capita fiscal year 1983 is $317,361. This
provides approximately .1244 cents per capita. After the certifications
have been returned and final population count determined, we will com-
pute the precise amount for each library.
Enclosed also is a list of proposed grants. Appeals must be filed by
August 15.
We expect to distribute grants by September 30, subject of course to
any restrictions imposed by the Executive Department or the Legislature.
If there are additional revenue shortfalls, payments may be delayed or
partial payments made until there is a final determination of availa-
bility of funds.
Certification must be received by August 15.
